Attributions of the Municipal Assembly of People´s Power within its competence limit, the Municipal Assembly of People´s Power has the following functions:
- a) to comply and enforce the laws and other regulations of a general nature adopted by the higher organs of the State.
- b) to elect and revoke the President and Vice President of the Assembly.
- c) appoint and replace the secretary of the Assembly.
- d) revoke the mandate of deputies to the National Assembly and delegates to the Provincial Assembly of People´s Power, who have been elected by that municipality, in accordance with the ruling of the law.
- e) to carry out the election by becoming an Electoral College to fill open positions of deputies to the National Assembly and of delegates to the Provincial Assembly of People´s Power, when it will be convened in accordance with the law.
- f) to exercise audit and control of municipal subordination entities.
- g) revoke or modify the agreements and regulations of the bodies or authorities subordinate to it, that violate the Constitution, laws, decree-laws, decrees, resolutions and other rules issued by the higher organs of the State or that affect the interests of the community, of other territories, of the country, or to propose its revocation to the Council of Ministers, when they have been adopted in function of powers delegated by the organisms of the State´s Central Administration.
- h) to adopt agreements and make regulations within the framework of the Constitution and current laws, on matters of municipal interest and control their application.
- i) to designate and replace the members of its Administration body at the proposal of its president.
- j) to designate and replace the heads of administrative and business directorates belonging to the municipal subordination.
- k) to determine, according to the principles established by the Council of Ministers, the organization, working and tasks of the entities responsible for carrying out economic, production and services, health and other assistance, educational, cultural, sports activities, of protection of the environment and recreation, which are subordinate to its administrative body.
l )to propose the creation and organization of Popular Councils, in accordance with the provisions of the law.
- m) to establish and dissolve work commissions.
- n) to approve the economic-social plan and the budget of the municipality, sticking to the policies drawn up for it by the competent agencies of the State´s Central Administration, and control its execution.
- o) to contribute to the development of the activities and the fulfillment of the production and service plans of the entities located in its territory that are not subordinate to it, for which it may support on its work commissions and its administrative body.
- p) to know and assess the accountability reports submitted by its Administrative Body and take the relevant decisions on them.
- q) to attend to the activities related to the application of the policy of cadres drawn by the higher organs of the State.
- r) to strengthen the legality, internal order and defensive capacity of the country.
- s) to know about the attention and processing of complaints and approaches made by citizens.
- t) any others responsibility granted by the Constitution and laws.
